Spying as "Safety"

A leading argument for spying on people is "safety."  But they fail to account for the fact that people resent being spied upon and tend to avoid it if at all possible.  If you're trying to get them to do more of something, in this case walking, that might be considered a problem.   If instead you want to SEEM to encourage healthy behavior, but secretly wish that your citizens were indolent couch potatoes unlikely to upset your applecart, it's a very astute -- if evil -- plan of action.
