Free Credit Freeze

A new law requires that consumers be able to freeze and unfreeze their credit, for free.  This can protect your credit rating from reduction due to frequent requests, while denying companies the opportunity to make money from credit checks.  Only unfreeze it if you expect to use it yourself, e.g. buying a car.

Sounds like a good law to have!
You forgot to mention that it's a major protection of YOUR privacy.
Your credit rating shouldn't be public knowledge except when a major purchase requires it and even then, it should be protected from the nosy folks you aren't doing any business with.

I think it should only be accessible with the owner's consent. While this does not state that in so many words, it provides a practical tool in that direction.
