It worked once upon a time.
My dad was in the civilian conservation corp. (CCC) back in the 1930's. It was the only thing that kept him from nearly starving to death in the thirties as his parents could barely feed themselves let alone him. He was about 14-15 years old at the time.
(Hubby says his dad was in it too.)

Yes, exactly. It was a good program as far as it went. We need more variety, though, not just jobs for able-bodied young men.

All young teens should be gotten into the habit of working after school and weekends.

That only makes sense if they have time, and they don't anymore. Almost all their time is taken up by homework and required extracurriculars. It's already more work than they can sustain, hence the rising problem of burnout. School has gone from a 40-hour work week to more like 60 or 80 hours. Few students have time for a second job that actually pays money.
