Well...

There will be poems of survival.

If you mean rebuilding alliances, economies, and other ephemera of civilization then yes.

If you mean rebuilding cities, then no. That gets people eaten when dragons are flocking. Even the gathering in the grassland got sacked, and that was just a refugee camp, not a city. To dragons, a city looks like a giant buffet table in a brothel.

Rebuilding _life_, I think, in whatever form that winds up taking. So that, pretty much, yeah.

Yes, that's true. After all the upheaval, they need to find new ways of doing almost everything. But even though they're about out of heroes, there are people of each race left, and hiding from the dragons will make it all the more important for them to work together as a whole, not just alliances of two or three favorites. Even the ones who don't get along, hate each other less than they hate the thought of getting eaten.
