Thing is...governments are made up of people who psychologically need to control the world around them and need people to obey them. The internet was/is this lawless 'place' that governments can't control. And it's a large part of everyone's life now.

They cannot allow something like that to exist, not for very long anyway. The thought of something they don't control, and doesn't respect their authority, is anathema to them. Thus they either need to force their control on it, or destroy it. Doesn't matter why, or how, but they have this need to basically piss on it, exerting their dominance and telling everyone they're 'alpha' and there is no part of life they do not, or cannot, control.

Thus, things like this are never going to go away unless human nature fundamentally changes, there's a change in government such that it's no-longer composed of egotists and authoritarians... or the combined forces of the internet push back and win, as defined by establishing once and for all under international law that the internet is free and off-limits to government agencies.

None of which I see happening any time soon.
