Huh, looks like a tally or index.. the sort of thing you'd find in a store-room.
That or a shipping manifest have been proposed.

Not sure if you'd find a shipping manifest in a storeroom as such, although maybe if the fire happened as the good were being shelved.But I'd imagine a shipping manifest would remain where the cargo was being unloaded.
Other possible explanations for a shipping manifest there:

1) "Right, that's the last crate off this boat. Put the shipping manifest on it so people know where that cargo ends."

2) "All the stuff in this section is going on the same boat. Put the shipping manifest on it so the captain can identify her goods."

3) Something that small could easily have fallen into part of the cargo accidentally, and not been noticed or found.

The Phaistos Disk looks nothing like the tallies of its time.
