I think -- if you want strong female characters, a respectful tone, nonsexist plots, female writers/artists, etc. -- you are better off looking at independent comics and/or webcomics. There is more freedom and better content there. Vote with your feet, your eyeballs, and your dollars. Look for projects you like, and support them. I recommend
Don't see what you want? Go to the Crowdfunding community on Dreamwidth or LiveJournal and see if you can rustle up interest in launching a new project -- an especially good approach if you can afford to sponsor such a thing, but don't have all the skills to create it.

It doesn't require the collaborative, conscious effort of a true conspiracy to create such effects. You just need a bunch of people who benefit from doing the same things.
