Chances are they are only going by the numbers of REPORTED sex crimes. Just remember that in many countries women still hide the fact that they have been the victim of sexual assault.

That applies to the U.S. as well as elsewhere; both the F.B.I. and the Justice Department estimate that far less than half of all rapes are reported to the police.
