The most important thing about art is: there are no Rules. They're more like ... guidelines.
*laughs!* If white-out = terrible artist, I'm not sure I know any good ones...

You might also consider white primer. It is made to cover things up, and sometimes comes in a pen or a brush-bottle like white-out, but it is less sticky so less prone to lumps.
Thank you for linking to it! I have been thinking about writing a follow-up on textures and fur.
You should do that! Maybe focus on things that appear in Torn World often: fur, leather, tree bark and wood, brick or concrete, etc.
