Actually I would've expected it to be a bit higher. Remember that some people are benefiting from BP's actions; despite its dreadful safety record, it has been a highly profitable corporation. My suspicion is that some stockholders and others who would ordinarily approve are currently displeased by the negative publicity and the prospect of having the company heavily fined.
