This is the first I've seen of that article. I've seen others pointing to systemic negligence within BP, which was sort of obvious. I appreciate the link, as this article goes a lot farther into detailing how and why BP is tremendously worse than its competitors. I think that's a good reason to dissolve the company and sell off its assets to cover its damages. Let somebody who isn't racking up hundreds of "willful egregious" violations take over that market share.
